IRF wants state governments to come forward to reduce fatal road accidents

$

India accounts for 10 per cent of the total 1.3 million road accident fatalities worldwide despite having only one per cent of the world's vehicle population. About 1.38 lakh people were killed in around 4.9 lakh road accidents in the year 2012.
K.K. Kapila, Chairman,
Internatioal Road FEderation

The estimates of the Planning Commission and the World Bank have put social cost of accidents between 2 to 3 per cent of the GDP every year. The Nation is losing more than Rs. 1 lakh crore a year because of road accidents, and this is besides the loss of human life and trauma.

India is a signatory to the United Nation’s Decade of Action plan for Road Safety across the world which aims to reduce road fatalities by 50% by the year 2020. Indian government has since realized the gravity of this epidemic and has taken some meaningful initiatives in the recent past.

In a welcome move, for the first time in political history of India, a party has included road safety and the commitment to reduce deaths due to road crashes in its political manifesto. Congress Party promised a "strong willed political commitment" to reduce fatalities by 50% in the next five years in its Lok Sabha manifesto and IRF has welcomed it.

In its manifesto, Congress promised to launch a "National Road Transport Safety Programme." It added that the programme will make every possible effort to change the road safety culture while establishing clear road safety norms. Global agencies involved in road safety have blamed lack of policies and enforcement as the main reasons behind increasing road fatalities in the country. IRF expects other National parties to also include this issue in their respective manifesto’s.

The Country needs huge commitment to reduce fatal road accidents. IRF, on its part, is dedicated to making roads safer refusing to accept the loss of life and limbs at the cost of mobility. It will continue with the efforts to reduce road accident fatalities through engaging with larger communities and stakeholders in various awareness activities on road safety to encourage everyone to join hands in making roads safer.

Several measures towards improving road safety including much awaited amendment in the Motor Vehicle Act (MVA), improvements in roads from engineering perspective, road safety audits in all stages of road construction, beginning right from the planning stage, besides identification and remedy of black spots which account for almost 90% of road fatalities in India.

The Motor Vehicle Act (MVA) Amendment bill, which has been already cleared by the Rajya Sabha, provisions of appropriate penalties, accompanied by public awareness of the laws are critical factors that is expected to help in reducing road traffic injuries and deaths. The Bill (Motor Vehicle Amendment Bill) when cleared and becomes effective, will ensure that the traffic rule violators end up paying hefty penalties - almost 10 times more than what they pay now - for offences such as over speeding and drunken driving. The Bill seeks to raise compensation for death resulting from a hit and run accident to Rs one lakh and Rs 50,000 for the injured in such incidents. It will help in strengthening Road safety Legislation which will play a very important role in making the country's roads safer.

Some of the recent initiatives taken by the central government and the Ministry of Road Transport and Highways (MoRTH) include - allowing Member of Parliament (MP) to use their Local Area Development Fund for works including constructing road under bridges at railway crossings, as well as on Highways which has habitation on either sides, foot over bridges for crossing railway tracks as well as heavily trafficked roads, road diversions, footpath and pedestrian ways and segregated cycle tracks. All these activities are aimed at reducing accidents and fatalities.

During the last budget Financial year 2012-13, the Union Government had allowed income tax exemption on 50% of the amount that people and entities contribute for road safety activities. Extending to it 100 per cent tax exemption, will further help motivate people to donate generously for road safety activities. MoRTH has taken up this matter with the Ministry of Finance at the Minister level. MoRT&H, in the budgetary provisions for the States has allowed states to use 10 % of road construction funds on engineering measures for road safety. Road Ministry, in association with State Police Authorities has whole heartedly supported the IRF initiative of making bicycles conspicuous by affixing free retro reflective tapes on bi-cycles in Delhi and other destinations across the nation.

The Government has set a five-year target for reversing the accident growth rate to negative. The measures to check fatal road accidents include improving road engineering, adding public transport with inbuilt safety features, providing separate cycle lanes to the extent possible, construction of lay byes on highways after every 50 kilometers with proper signages, providing for resting areas, eating joints, petrol pumps and other basic facilities, rest rooms and communication facilities , thus improving public transport system. Ministry of Urban Development has already provided more than 10,000 buses to various major cities in the country.

The Central Board of Secondary Education (CBSE) has agreed to introduce Road Safety in a subtle way through various subjects of their existing curriculum thus not further burdening the students with new subjects. This introduction has been done within the existing curriculum of subjects like English, Hindi, Mathematics, Science and Social Studies in Delhi besides other States following NCERT curriculum. This initiative is also being taken up with other States.

IRF has also suggested Road safety audits on state road networks by the state government. Worldwide road safety audits are done to reduce road accidents, the audit includes improving the fault of road design which is major cause of road accidents. IRF can help in training road safety auditors as it has already trained more than 250 road auditors till date in the country.

Some of the suggestions made by IRF to the Central and state governments include setting up of fully equipped trauma care centres for accident victims in hospitals linked with major highways in the state as proper medical care administered in time to accident victims can save lives. Appropriate road signs providing information about these trauma centres with phone numbers should be put on all highways and major roads. State government should also ensure that any person helping accident victims should not be harassed by police as per Supreme court directions. IRF has further suggested that all heavy motor vehicle drivers should be trained in first aid trauma care. This will work out as a very effective way to provide immediate assistance to accident victims. Since, a bus or truck is likely to pass the accident site within the shortest possible time and if the driver is equipped to assist, he will be able to save life of accident victims. Besides, it will make these drivers more sensitive towards safe driving.

The other suggestions include enforcement of traffic rules and provisions of Motor Vehicle Act 1988 Enforcement of these rules include wearing of helmet, use of reflective tapes by tricks and buses, mandatory fitment of side and rear under run protection in trucks and buses and strict action against over loading of vehicles.

IRF thanks Mr. Vijay Chhibber, Secretary MoRTH for leading these initiatives ably assisted by Mr. V.L. Patankar, DGRD&SS and Mr. Sanjay Bandopadhyaya, Joint Secretary, MoRT&H for bringing in new initiatives for road safety.

ONCE A JUDGE ALWAYS A JUDGE !!!!! -- THAT HAS BEEN THE TRADITION OF JUDGES SINCE TIMES IMMEMORIAL.

Rajendra Dhar
POLICE WATCH INDIA (Regd. NGO).

The judiciary, especially in a democratic state, is well known for its impartiality. In numerous cases it has taken decisions even against the state for the achievement of the ends of justice. This impartiality of the judicial system in a democratic state can be attributed to the good qualities of judges who have always asserted their independence from executive control.

The qualities of a good judge include patience, wisdom, courage, firmness, alertness, incorruptibility and the gifts of sympathy and insight. In a democracy, a judge is accorded great respect by the state as well as its citizens. He is not only permitted to assert his freedom and impartiality but also expected to use all his forensic skill to protect the rights of the individual against arbitrariness. Though such a state of affairs makes it easy for the judge to exercise his functions, he still requires many qualities to perform his duties effectively.

In the execution of his functions, a judge has to exercise patience and alertness so that he can hear all the arguments of the contending parties to a dispute and arrive at a wise decision. An impatient judge can hardly act with reason, however wise he may be. Patience and alertness are therefore essential qualities of a good judge.

The decisions of a judge sometimes provoke the anger of certain individuals and he becomes the victim of revenge. In condemning a person to death, for example, a judge might cause the relatives of the condemned man to nurse feelings of revenge against him. The life of the judge is thus exposed to danger, sometimes even after his retirement from judicial service. Therefore, a good judge is also a man of courage, who is incorruptible and prepared to accept the consequences of his decisions. A pusillanimous and corruptible judge is no bulwark of justice.

A good judge is, however, not destitute of sympathy. He considers the feelings of all parties with sympathy and understanding. His knowledge of the law and human affairs is so extensive that he experiences little difficulty in grasping the main issues of the dispute quickly. His insight into human nature enables him to detect the criminal almost immediately; yet he is prepared, at times to set the accused free if the charge against him is not framed properly by the police. This proves his impartiality, an attribute that inspires the confidence of the citizens in his ability and sense of justice.

These arguments point to the conclusion that a good judge is a person of many qualities.

The judge is "the pillar of our entire justice system," the Supreme Court of Canada has said, and the public has a right to demand "virtually irreproachable conduct from anyone performing a judicial function." Judges must strive for the highest standards of integrity in both their professional and personal lives.

They should be knowledgeable about the law, willing to undertake in-depth legal research, and able to write decisions that are clear and cogent. Their judgment should be sound and they should be able to make informed decisions that will stand up to close scrutiny. Judges should be fair and open-minded, and should appear to be fair and open-minded. They should be good listeners but should be able, when required, to ask questions that get to the heart of the issue before the court. They should be courteous in the courtroom but firm when it is necessary to rein in a rambling lawyer, a disrespectful litigant or an unruly spectator.

Since times immemorial judges have been treated as revered beings by the people & it is expected of the judges to let it remain so.

The day judges lose the reverence bestowed upon them by humanity over the ages then possibly humanity may cease to exist & nothing short of anarchy would prevail & the law of the jungle in its worst form will be the order of the day.

Creativity Art Gallery Presents The Utopian World - Solo Show of Amrit Kapoor’s Paintings

The concrete structure of cultural advancement and development is always judged by the attributes and factors associated with society. Human behaviours, ideologies, philosophies and of course education are some of the edifices over which a societies grade stands. Tracing from the ancient to contemporary modern different philosophers and thinkers have uplifted these facts by various ways and kinds, where they have successfully discussed about the possibilities of hope and future creations and situations as well. Today when we observe waves of changes and new thoughts circulating around us it naves gives us an attempt of strange vocabulary in fact it leads of appreciating sense in more enhanced and wider dimensions. We never find ourselves dissatisfied to accept or adapt new advents but the core lies in trying and developing the mindscape. Art and culture very firmly denotes the existence of time and to gore more candid one can say it’s a solid element. Concentrating to this propaganda and comprehending this endeavour Creativity Art Gallery promoting its new show of paintings by Dr. Amrit Kapoor. Born on 1977 Amrit hails from Kanpur. After her standard studies she did Bachelors in fine arts from Kanpur University in painting and later on earned both post-graduation7 and doctorate from the same university. Along with average living and happily married life the artist has 5 solo shows and more than 20 group exhibitions in her arty carrier. Amrit’s crave towards reaching the pinnacle has always stimulated her and that eventually flaunts on the number of awards and scholarships she carries in her cap.

Amrits paintings drag the beholder into an idealised space where imagination amalgamates with maternal values. Both the terms stand on two objective points while discussing narrative and expressions or creativity. The artist never says that her paintings are story telling but yet there is a cord which attaches human emotion and individual conception in a single bind. Finding delightful figures with active contraposition will not be a surprising element, her paintings are generally adorned with bright colours and intersecting human forms. As an artist Amrit believes in providing her beholders a healthy breathing space and eye rotation value.

Discussing this exhibition “The Utopian World” the justification of name will open up more windows of artists mind and philosophy. In philosophy, the Utopians are uninterested in the abstract suppositions that are the rage in Europe and which Hythloday finds empty. The foremost topic of Utopian philosophy is the nature of happiness, and the relation of happiness to pleasure. In such matters they ground their reason in religion, believing reason alone is ill equipped to handle such an investigation. Utopians believe the soul is immortal and that there exists an afterlife in which the deeds of life are rewarded or punished. They further believe that if people were skeptical of an afterlife, all intelligent people would pursue physical pleasure and ignore all higher moral laws. Belief in an afterlife means that pleasure exists only in acts of virtue, because it is these acts that will ultimately be rewarded. These extents of social guidelines are very much accessible and certainly very universal to discuss but in addition to these the instincts of hydra breed and isolation of individuality brings works of Ms. Kapoor in the frame of “Utopian” (etymologically).

After the changes in cultural dimensions the social dialogues or speech recorded a major change in its approach and transition. In the same loop certain essentials of culture and civilisation also took their own turns. Art and ability of human being is one of the major components which has always helped the era to live, stream and left its reminiscence. Amrit is an artist who aims her subject’s to be very natural and biomorphic. Works of Amrit Kapoor are adorned with dreamy state and a flux where interaction is very undertone.

Energy is vital to life and existence. The sun gives out energy as light, heat and many other kinds of radiations. The sun, as we know it, the source of life on earth. It is considered our parent star because the fire energy from therein sustain all life’s.

The orbit of sun is 8, 64,000 miles in diameter contains 3, 35, ooo billion cubic miles of hot gases that weigh more than 2, ooo quadrillions tons. At the heart of this incandescent giant is the thermonuclear infernal which steadily feeds on its own matter –explosive fusing Hydrogen atoms into lighter Helium atoms and releasing stupendous floods of energy that raises the sun’s internal temperature to a mind boggling 18 million degree centigrade.

The sun pumps vitality and other types of energy throughout the solar system, as the heart pumps the vital blood throughout the physical body of a being.

The energy which the earth receives from the sun annually is about 1.6x1016 Kwh.The Energy which man consumes annually is about 7x1013Kwh.Hence the sun supplies 20,000 times as much energy as man consumes from all sources. Silicon cells have been developed by science which converts sunlight into electricity. Light rays striking the surface of a wafer of silicon dislodged electrons which are drawn off as electric current. When a number of silicon cells are connected to form a solar battery substantial voltage is generated.

The popularity of home solar power has skyrocketed because of the ever growing concerns of the environment and the high cost of oil and gas. Global warming and climate change has given us awareness that we can't keep burning fossil fuels and solutions like residential solar electricity need to be tested

Take a look at some of the many benefits home solar power systems can provide you and our environment:

Solar Energy Advantages:
1. Solar energy is a renewable resource, for all practical purposes.
2. Except for the processes involved in manufacturing the materials, solar energy does not give off any harmful substances.
3. Sun, unlike fossil fuels, does not exist only in specific pockets of the earth: it is everywhere, although not in evenly distributed concentrations.
4. Sunlight is free.
5. While far from perfect, the technology required using solar radiation as energy to produce heat, light, mechanical power and electricity already exists.
6. Small solar power systems are easily installed.
7. The systems are very low maintenance: they have no moving parts (except for fans and pumps, for example) and can last a long time.
8. Small systems require very little in the way of "monitoring" for routine operation.
9. Given the right data, it is almost always possible to predict how much power a solar energy system will produce.
10. The systems are quiet and increasingly unobtrusive

Green energy: When you use solar energy, you will realize that it uses absolutely no fuel other than the sun's light. Moreover, it does not release into the atmosphere anything harmful.

Affordability: Energy comes free. The installation cost is a one-time cost. Therefore, the investment is recovered within a few years of installation, making the power generated by solar energy absolutely free.

Ease of use: You cannot store conventional power but you can store solar power for future use.

Low on maintenance: The home solar power systems are easy to maintain. They do not involve high costs or too much effort, thus letting you reap the benefits of the solution comfortably.

Free and renewable: With solar energy, you can lower or even eliminate your monthly electricity bills.

Increase the value of your property: The price of your house tend to worth much more with the implementation of solar power systems.

Heating and cooling are two of the biggest expenses for most households

Welcome to two- in- one Solar Air Conditioner and room heater
Your air conditioning is one of the biggest energy monsters in your home. If you have an old air conditioner, it may be worth it to have it replaced with a newer, more efficient system. Solar air-condition collected solar heat energy by the collector, and the collected heat energy will be reasonable used in the system of solar air-condition. Then, it will down the power consumption and help the people to save energy cost. Solar air heater systems use the solar radiations to heat a particular room using solar panels we would all like cheaper electricity and gas bills. Most of us shop around for the provider with the lowest electricity, gas or oil prices and leave it at that, but there are other ways to warm your house. Not only could you save money in the long term by reducing your household fuel bills, but you can also do so in a more environmentally friendly way and, in today's world of global warming which produces extreme weather conditions, that is a major factor for many people.

To install useful SOLAR products in your HOME, SOCIETY or OFFICE (Eco friendly and cost effective ).

Unified theory of Universal brotherhood

According to science, life is the chemical and physical process in nature, out of matter, as a result of bio-chemical harmony in the genes of living bodies. Aristotle suggested 2000 years ago that ‘nature’ makes so gradual a change from non living to the living that the boundary line possibly does not exist. There are the existence of two worlds, the world of life and world of non life. Just as the cable is formed of a great number of fine threads, so the world line of the earth is made up of several thin strands, like trees, animals, insects, human beings, mountains, oceans etc.

A strand which represents a human body does not differ in any observable essentials from the other living or non-living strands.

The atoms of which the human body is formed do not differ in essentials from other creatures atoms. Yet the thread which represent the atoms of a human body have the special capacity of conveying impressions through our senses to our minds . These atoms affects our consciousness directly, while all the other atoms of universe can only affect it indirectly. Consciousness expressed it in two ways, in living beings it in active form and in non-living beings it is in passive form.

Consciousness oozes out of nature, and is a correlation and cooperation of the soul, matter and their quaintness. Life is a proper conscious combination of SOUL-SPIRIT and MATTER.

Akash or space or ether is the entire limitless whole in which every conceivable entity –manifest and unmanfest co-exists and is full of vibrations in balance.

Everything in universe is in state of vibration. Akash or ether is the medium through which all kinds of vibrations takes place. There is hidden mysterious integrated state of vibration, from which all possible kinds of vibrations can be derived by process of differentiation. Akash is filled with an incompressible, frictionless and highly mobile medium of super fluid particles whose motion is itself the basic form of ENERGY.

Ether contains within itself an infinite amount potential energy which can find expression in all kinds of vibrations needed in manifested system. The infinite potentiality for producing vibrations of different kinds, in any intensity or amount by the consciousness hidden in it.

Consciousness alone can produce out itself any amount, any type of energy. Consciousness is self determined, integrated and free and can produced out of itself the infinite amount of energy.
Energy cannot be created nor destroyed; it can only be transferred from one from to another. Each kind of vibration exists as series of wave lengths like sound waves, light waves x-rays, radio-waves, electromagnetic waves etc in gross form and emotions, sentiments feelings and thoughts in subtle form.

The ether or Akash has capacity to change the vibration energy of one form into another form. So we can perceive the vibrations of sound or subtle vibrations of feelings or thoughts of any living or non-living creature in universe, and understand them. We can catch and understand the language of not only living creature like animals, birds, insect’s trees or a foreigner, but also can catch the subtle vibration of thoughts, emotions and feelings of non-living creature like ocean, sand, mountain, stone, materials etc.

As the antenna of  T.V transforms the electromagnetic vibrations into light and sound vibrations, so we can see and hear simultaneously. Thus we have to develop a unique system which operates on Akash or ether level medium like disc antenna and perceive the all manifest and unmanifest vibrations present in the universe. By this divine system all the barrier of races, regions, sexes, species, living and non livings, will break away and a universal unified brotherhood will be maintained.
