Class X Students Shine at Indraprastha!
Indraprastha International School today is synonymous with quality education and transforming the children to be the promising future of the nation. It imparts an education which equips students with life skills and transforms them into well-rounded personalities. Applauding the achievements of the students, Dr. Rajesh Hassija, the Director of the Indraprastha Group of Schools said, “The magic mantra at Indraprastha is to strive for excellence, seek new vistas, set up new goals and face new challenges”, and wished the students success for their future goals. Keeping up the school motto-“Teach each child, Develop whole child”, the students of Indraprastha International School brought laurels to the school after they showed a remarkable performance in class X board examinations. It was a red-letter day for the school, when everyone waited with pounding hearts for the result. “Our joy knew no bounds when we learned that 18 students of Class X had scored a CGPA of perfect 10,” said the Headmistress. Congratulations to the achievers!
Out of a total of 105 students, 90 percent of the students got a CGPA of 8 and above. Indeed, the result was commendable with the majority of the students passing with flying colours. Indraprastha students envisage and achieve goals that unite them in the pursuit of objectives worthy of their best efforts. Their commitment is reflected not so much in words as in attitude and actions. The students of Indraprastha have not only proved their mettle in academics but also in the co-curricular activities. Pooja Iyer of Class X participated in the debate competition on “Intellectual Property Rights' and 'Plagiarism', organised by FICCI and was gloriously declared the winner amongst a number of participants from more than 20 esteemed schools of Delhi and NCR. She also participated in Nupur Utsav, the annual Interschool competition of Bal Bharati Public School, Pitampura along with Anisha Belur of class X to bag the Second Prize in story building and dramatization. That is not all; Rhea Ralhan, Rahul Khurana and Pulkit Kalra of class X won the First Prize in a dance competition. Whether it is a literary activity, theatre, art or dance, Class X students have participated and won accolades. Kevin Yadav, Harshit and Sajal won the Second Prize in Madhurya – the Rock Band Competition. At the Air Force School, our students Shruti Kalra and Raaghav Sharma won the Second Position in the Innovative Investigation Competition. The winning streak in Indraprastha students is remarkable as they are able to strike a perfect balance between academics and co-curricular activities. The introduction of Continuous and Comprehensive Evaluation (CCE) system has given an impetus to the performance of the students, boosting their confidence and self esteem.

Legal reforms - consolidation of scattered law
Sh Narender Modi, No.SKG/PMO/005 11 Jun 2014
Prime Minister of India,

Sir,
Sub: Legal reforms.
Ref: Concerned Ministry – Law & Finance
I appreciate your concern about the need to weed out outdated and redundant laws and asking bureaucrats to complete the exercise in a time bound manner. The increased burden of so many regulations has actually increased lawlessness – more laws means less enforcement. However, one important associated concern needs to be addressed is the consolidation of scattered law.
There are many complicated laws supported by Rules, Notifications, Circulars, Clarifications, Court Pronouncement making its understanding beyond the reach of a common man and making is a prerogative of advocates only. In contract if we take the example of RBI it regularly keeps on consolidating the circulars, notifications etc. and reader find it easy to understand because all the material is available at one place and no contradiction creeps in. Whereas the Income Tax Act which faces most frequent amendments still has circular issued as long as 3-4 decades earlier in force besides there is heavy dependence on tribunal/court orders. This clearly indicates there is no effort done to to consolidate law and present it in an easy & understandable manner. There is heavy dependency on rules, circulars, clarifications and judgments etc. Like RBI it should be mandated for tax laws as well whenever any update version of law is issued it must encompass the impact of all the circulars issued & the issues settled by Supreme Court till that date. This in fact is applicable to all taxation laws. Even after 2 decades of introduction of Service Tax there is no Service Tax Act – whole service tax regime is operating thru patch work of amendments to Finance Act 1994, circulars, notifications, rules.

Consolidation will definitely encourage compliance because of enhanced transparency & simplicity. In spill over form it is even difficult for departmental officers to understand it.
(2) In addition, at many places penalties prescribed by law are unrealistically low making it ineffective, which again stresses the need for review of old laws enacted more than 4-5 decades earlier. This may be done not only to update some of the provisions but also weed out the redundancy. E.g. section 283 of IPC prescribes a penalty of Rs.200/- (only) for causing danger or obstruction in public way or line of navigation.
If enactments of new laws, without weeding out old ones, keep on going with same pace it will make the life of common man very burdensome who will have law for every breath.
In the absence of review & consolidation, duplicity is also happening at many places; new laws are enacted office orders are issued without first thoroughly examining the existing ones. New ones are imposed on existing laws. For example (i) for road safety, (ii) Environment protection, (iii) Food safety there are so many laws, regulations, circulars, court pronouncement in scatted manner at both state & central level that this in itself has become a mess.
The requirement of law concerning road safety, traffic, food adulteration & environment is same throughout the country irrespective of any specific location. At least for these as much consolidation, at center level, should be done as possible. The dispersed form of law, on one side, gives rise to corruption because it gives discretionary power to executives and on other side make whole situation ambiguous and make people believe that we have confusing laws which are not transparent.
I request that a committee be constituted to examine all the laws with a view to examine:
(i) Consolidating the scattered provisions,
(ii) Updating penalties,
(iii) Weeding out redundancy and
(iv) Fixing pre-defined life of circular issued under taxation laws e.g. any circular issued concerning taxation should be in force maximum up to next budget where it must get consolidated in main enactment.

After IB report, stricter guidelines necessary for NGOs: Old NGOs to be re-registered
SUBHASH CHANDRA AGRAWAL
Guinness Record Holder & RTI Activist
Intelligence Bureau’s report about misuse of ‘Non-Government-Organisations’ (NGOs) for any anti-national agenda by foreign-contributors is shocking where it is revealed that India’s GDP has been adversely affected to big extent of 2-3 percent through such foreign-funding to NGOs. Apart from this some NGOs are said to have been foreign-funded for cultural evasion of masses in India. Foreign-funded NGOs spend in rupees and receive funds in dollars by sending these foreign-contributors exaggerated photos and videos of events dramatised to get huge foreign-funding.

Siphoning of government-funds for NGOs by influential ones in political and bureaucratic circles for benefit of NGO’s run in name of their family-members is quite common. These NGOs pay lucrative salaries and perks to its officers who are either relation to power-filled politicians and bureaucrats, or of persons running these NGOs. Buildings built on land allotted on concessional rates to NGOs should become government-property because of large-scale funding already done to these NGOs by the government. According to a study-report, India has an NGO for every 400 citizens, an unbelievable but bitter reality where NGOs are mainly used as some business-shops by those ‘owning’ these! Any provision of tax-exemption for ‘donations’ made to NGOs should be abolished. However in the meanwhile all NGOs should be under purview of ‘Right-To-Information’ (RTI) Act and also of Lokpal.
Apart from stopping any kind of direct or indirect funding of NGOs at public-expense including from funds at discretion of Parliamentarians and state-legislators, those getting foreign-funding should be under a strict vigilance-scanner also because many NGOs are tools to divert foreign-funds of individuals.
